Because in a diabetic RBCs are compromised by being crowded out with glucose the cells are harmful. they cant carry what is needed, and in teh case of an out of control diabetic ketones( an acetone) are in the plasma, This is an acid just like true acetone that is poured on a nylon stocking.
What happens, it melts. So on a runaway or poorly controlled diabetic the extra glucose and ketones cause the wound to fester and degrade or erode.
An in contraol diabetci still ahs a lsow reposne and teh tighter teh control teh faster the heal. But because the red blood cells are always compormised the healing prcess becomes longer.
